1. Purpose
The purpose of this agreement is to incrementally fund an existing PSC Task Order, ¿Tobacco Control Monograph Series Support Services¿ (Contract No. 233-02-0082), to support the development and dissemination of volumes in the National Cancer Institute's Tobacco Control Monograph series. This monograph series provides timely research analysis and information about emerging public health issues in tobacco use prevention and control. It makes possible the wide dissemination of research results, with the goal of reducing cancer morbidity and mortality.
The series serves several purposes:
¿ Enabling the systematic and widespread dissemination of information related to research, practice, and policy,
¿ Reducing the time between availability of information from research projects and the publication and dissemination of this information, and
¿ Enhancing the rapidity with which NCI can use findings from research to reduce cancer morbidity and mortality.
2. Background
By October 2007, the past five years of the NCI Tobacco Monograph Series project will have published four monographs and initiated three others (contractor is the American Institutes of Research). The project also has established guidelines for developing and producing the monographs as well as developing and executing an outreach program for the series in general and for individual monographs. The project brought together experts from the tobacco control community to serve as volume editors, chapter authors, and peer reviewers.
SECTION C. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1. Statement of Work
This task order is to support the publication tasks for three monographs in development. The contractor will identify and coordinate the efforts of individuals to support the development and production of three monographs. The individuals include reviewers with subject matter expertise as well as (but not be limited to), project director, staff editor, task coordinator for outreach efforts, and administrative support staff. The contractor will recruit consultants required to complete the work plan elements and prepare all necessary subcontract and consultant agreements.
The contractor will provide a work plan to complete each monograph. The work plan will outline key tasks for publishing each of the monographs, identify the individuals to perform the tasks, and prepare a schedule for each monograph.
The objectives for the task order are to:
¿ Identify what tasks need to be performed to publish each of three monographs.
¿ Facilitate the completion of each monograph.
¿ Maintain and update procedures manual, and develop procedures, as necessary.
¿ Develop and implement dissemination programs for the monographs.
The contractor will perform the following specific tasks:
A. Manage Processes
The contractor will coordinate activities with the Task Order Officer (TOO) and will manage the consultants who serve as monograph editors and authors who write for the monograph series, in addition to managing the review process and overseeing the publication production services and outreach efforts. The contractor must be prepared to manage the monographs from different stages of development. The contractor will produce quarterly reports of progress for completion of the task order.
B. Maintain the Infrastructure of the Monograph Series
The contractor will maintain the infrastructure to produce the monographs. In addition, the contractor will expand or contract the infrastructure as needed to produce multiple monographs. The infrastructure includes, but is not limited to, maintaining and establishing policies and procedures for developing the monographs; hiring, training, and supervising staff to handle the myriad tasks associated with the monograph; and establishing and efficiently using communication networks with editors and authors, as described below.
